WHO WE ARE

The European Court of Auditors (ECA) was established in 1975 as the European Union’s external auditor. One of the EU’s seven institutions, it is based in Luxembourg and employs around 1000 audit, support and administrative staff of all EU nationalities.

The ECA operates as a collegiate body of 27 Members, one from each EU Member State. Our auditors check that the EU keeps good accounts and correctly applies its financial rules, and that its policies and programmes achieve their intended objectives and deliver value for money.

Through our work we contribute to improving the governance, accountability, transparency and sound financial management of EU action. We present our observations and recommendations to the European Parliament, the Council of the EU, and national governments and parliaments, as well as the general public.

[1]     Currently, staff are allowed to telework up to 10 days per month. Of these, 5 days per month and a maximum of 30 days per year can be from outside the place of residence.

WHAT WE ARE OFFERING

This vacancy notice is being issued on the basis of Article 29(1)(a), (b) and (d) of the Staff Regulations of Officials of the European Union. 

The advertised position is therefore open ONLY to AD officials of the European Court of Auditors, AD officials of other EU institutions and successful candidates in an EU AD competition[2].

We seek to recruit one (1) IT Operations engineer to work in the Directorate of Information, Workplace and Innovation (SG2). The candidate will have the opportunity to work in a dynamic working environment at the forefront of technology. 

Under the authority of the Principal Manager, the IT Operations engineer will:

‒             coordinate and manage the implementation of initiatives and measures envisaged in the IT Strategic Plan of the ECA;

‒             ensure IT infrastructure performance and availability;

‒             supervise the IT infrastructure team;

‒             manage the external providers’ procurement and contracts; 

‒             coordinate the deployment of new releases and infrastructure changes;

‒             monitor the evolution roadmap of the different ECA’s IT infrastructure domains;

‒             propose innovative solutions enhancing the IT infrastructure at the ECA.

WHAT WE ARE LOOKING FOR

The advertised position is open to applicants who, on the deadline for applications, meet the eligibility criteria set out in the Staff Regulations, as well as the following criteria:

1.           Knowledge of languages

English and French are the ECA’s official working languages. For this position, a sound knowledge of English (minimum level C1 in understanding, speaking and writing) and a satisfactory knowledge of French (minimum level B1 in the same categories) are required.

2.         Experience and skills

During the selection process, applicants will need to demonstrate:

2.1 Field-related experience and skills

‒            relevant training and experience in IT and/or telecommunications, including IT infrastructure operations and the management of related services, projects, external resources, and contracts;

‒             strong hands-on technical experience and resilience.

2.2 General competencies

‒             critical thinking, analysing, and creative problem-solving;

‒             decision-making and getting results;

‒             self-management;

‒             working together.

3.            Assets

In addition to the above, the following skills will be considered an asset:

‒             knowledge of the technologies currently used at ECA will be an advantage: Active Directory, Netapp, Windows server, VMware, SharePoint, Exchange, .Net, Linux, Oracle knowledge;

‒             experience in the technologies currently used in the ECA: Microsoft 365, VMware, Netapp/CommVault, Microsoft Windows technologies and middleware (AD-DS, MS-SQL, SharePoint; Exchange), Cisco (switching, routing, WIFI networks), firewall technologies (Fortinet, Checkpoint), load balancing (F5), Zscaler solutions, Linux and Oracle RDBMS;

‒             knowledge and experience in managing IT Cloud services;

‒             knowledge on IT infrastructure security principles.

The selection committee will evaluate applications based solely on the information given in these documents. It may ask candidates to provide supporting evidence for statements made in their applications. If they fail to provide such evidence when it is requested, their applications will be rejected.

Based on the information given in the application documents, the committee will determine which candidates to invite to an interview. Candidates who satisfy the overall criteria set out in this vacancy notice will not automatically proceed to the interview stage.
