WHO WE ARE
The European Court of Auditors (ECA) was established in 1975 as the European Union’s external auditor. One of the EU’s seven institutions, it is based in Luxembourg and employs around 1000 audit, support and administrative staff of all EU nationalities.
The ECA operates as a collegiate body of 27 Members, one from each EU Member State. Our auditors check that the EU keeps good accounts and correctly applies its financial rules, and that its policies and programmes achieve their intended objectives and deliver value for money.
Through our work, we contribute to improving the governance, accountability, transparency and sound financial management of EU action. We present our observations and recommendations to the European Parliament, the Council of the EU, and national governments and parliaments, as well as the general public.

The selected auditors will be mainly recruited in one of the five audit chambers listed below, which deal with different policy areas.
- Chamber I - Sustainable use of natural resources
- Chamber II - Investment for cohesion, growth and inclusion
- Chamber III - External action, security and justice
- Chamber IV - Regulation of markets and competitive economy
- Chamber V - Financing and administering the Union
The profiles of the selected auditors may be of relevance also for activities carried out at the Directorate of Audit Quality Control (DQC) and the Directorate of the Presidency (DOP). Staff are assigned to a chamber or directorate and to specific tasks according to the priorities that stem from its work programme.
Knowledge management and developing appropriate expertise are key to our audit mission, which also involves travelling to EU and third countries worldwide. The ECA provides a stimulating learning environment with opportunities for professional development.
WHAT WE ARE OFFERING
This vacancy notice is being issued on the basis of Article 29(1)(a), (b) and (c) of the Staff Regulations of Officials of the European Union.
The advertised positions are therefore open ONLY to AD officials of the European Court of Auditors, AD officials of other EU institutions and successful candidates in an EU AD competition[1].
We are looking for 8 auditors to join the European Court of Auditors in Luxembourg.
Based on their allocation, the recruited auditors may be enrolled to the ECA’s onboarding programme for auditors (ASPIRE[2]).
The ASPIRE programme consists of an induction period including appropriate training[3] and immersion in audit teams to allow them to acquire or develop both compliance and financial audit and performance audit experience in their first three years at the ECA.

WHAT WE ARE LOOKING FOR
The advertised positions are open to applicants who, on the deadline for applications, meet the eligibility criteria set out in the Staff Regulations, as well as the following criteria:
1. Knowledge of languages
As English and French are the ECA’s official working languages, a sound knowledge of one of these languages (minimum level C1 in understanding, speaking and writing) is required.

2. Experience and skills
During the selection process, applicants will need to demonstrate:
- knowledge of audit methodology and standards;
- creative thinking and problem-solving taking into account stakeholders’ needs and perspectives;
- decision-making and getting results in line with the set objectives;
- self-management skills;
- openness to learning, growth and self-improvement;
- experience in coordinating projects involving a variety of stakeholders;
- ability to work independently as well as in teams;
- very good communication and drafting skills.
3. Assets
Knowledge or professional experience in any of the following areas will be considered an asset:
- professional experience in the areas of audit (financial/compliance/performance/IT), financial management, project/programme evaluation, the design or implementation of structural reform or public policy;
- professional experience in any of the audit policies related to the ECA chambers listed above;
- proficiency in using digital tools e.g. audit software, document or workflow management systems, AI applications in the workplace.

The deadline for applications is 12:00 (midday) Luxembourg time on 10 November 2025.

- (only for EU officials not at the ECA) a document confirming your function group, grade and status as an official.
Successful candidates in an EU AD open competition are asked to quote the relevant reference number in their CV or cover letter.
Any application that does not comply with the formal requirements mentioned above (see the ‘Applications’ section), or is received after the deadline, or is not submitted using the online form provided for this purpose, will be rejected.
The selection committee will evaluate applications based solely on the information given in these documents. It may ask candidates to provide supporting evidence for statements made in their applications. If applicants fail to provide such evidence when it is requested, their applications will be rejected.
To ensure that your application is completed on time, we strongly advise you not to wait until the last few hours to apply. Experience has shown that the system may become overloaded as the deadline approaches.
RECRUITMENT POLICY
The attention of the successful candidates appearing on EU AD competition reserve lists is drawn to the fact that, given the interest of the service:
- during the first three years of service after taking up duty as a probationary official at the ECA, the transfer to another EU institution or agency which does not entail a change of duty station, is only possible in exceptional cases and for duly justified reasons.
- during the first four years of service after taking up duty as a probationary official at the ECA, the transfer to another EU institution or agency, if it involves a change of duty station, is only possible in exceptional cases and for duly justified reasons.
Indeed, newly recruited officials must be able to benefit from optimal integration into ECA’s culture and work environment so as to exercise their functions in the best conditions.
ECA invests resources in welcoming, training and integrating newly recruited officials. It is therefore necessary to ensure a certain continuity and predictability in the occupation of jobs, by guaranteeing a minimum length of service for newly recruited officials.
