WHO WE ARE

The European Court of Auditors (ECA) was established in 1975 as the European Union’s external auditor. One of the EU’s seven institutions, it is based in Luxembourg and employs around 1 000 audit, support and administrative staff of all EU nationalities.

The ECA operates as a collegiate body of 27 Members, one from each EU Member State. Our auditors check that the EU keeps good accounts and correctly applies its financial rules, and that its policies and programmes achieve their intended objectives and deliver value for money.

Through our work, we can make a difference by helping the EU to make a better use of its money. We contribute to improving the EU’s financial management and we promote accountability and transparency. We warn of risks, provide assurance, indicate shortcomings and successes, and offer guidance to EU policymakers and legislators. We present our observations and recommendations to the European Parliament, the Council of the EU, and national governments and parliaments, as well as the public.

The public procurement team is currently attached to the Secretariat-General of the ECA. It plays an overseeing role, ensuring compliance with procurement regulations and safeguarding the integrity of procurement processes within the ECA.

 

 


 

[1]     Staff are currently allowed to telework up to 10 days per month. Of these, 5 days per month and a maximum of 30 days per year can be from outside the place of residence.

WHAT WE ARE OFFERING

This vacancy notice is being issued based on Article 29(1)(a), (b) and (c) of the Staff Regulations of Officials of the European Union.

The advertised position is open to AST officials of the European Court of Auditors, AST officials of other EU[2] institutions and successful candidates in an EU  AST competition.

We are seeking one assistant for our public procurement team.

The assistant will:

—    organise and coordinate the ECA’s tendering procedures in close cooperation with the operational departments;

—    draft tender documents and encode the procedure in the relevant IT tool (PPMT), ensuring the management of the procedure in PPMT and MyWorkplace, and the publication of the contract and the contract award notices;

—    provide expert advice to the operational departments on procurement procedures under their responsibility;

—    draft and update guidelines, procedures, working instructions and model documents, in close collaboration with the procurement team and operational departments;

—    prepare procurement planning documents and ex post reports;

—    remain up to date on, and apply where appropriate, recent developments in the field of public procurement (e.g. case-law of the Court of Justice of the EU, green public procurement (GPP) criteria, sustainable criteria);

—    work in coordination with the Sustainability Coordinator to further promote green, social and sustainable procurement within the ECA.

WHAT WE ARE LOOKING FOR

The advertised position is open to applicants who, on the deadline for applications, meet the eligibility criteria set out in the Staff Regulations, as well as the following criteria:

1. Knowledge of languages

English and French are the ECA’s official working languages. For this post, the needs of the service require a sound knowledge of one of these languages (minimum level C1 in understanding, speaking and writing) and a good knowledge (minimum level B2 in understanding, speaking and writing) of the other.

2. Experience and skills

During the selection process applicants will need to demonstrate:

—    at least three years of experience in the field of public procurement;

—    sound knowledge of the relevant procurement rules and practices;

—    self-management (organisation skills, ability to work autonomously, resilience);

—    proven ability to communicate clearly and effectively both orally and in writing;

—    the ability to work with others.

3. Assets

In addition to the above, the following will be considered as an asset:

—    knowledge of public procurement applications (PPMT, My Workplace, EDES, F&T Portal).

Successful candidates in an EU AST open competition must quote the relevant reference number in their CV or cover letter.

The selection committee will evaluate applications based solely on the information given in the application documents. It may ask candidates to provide supporting evidence for statements made in their applications. If candidates fail to provide such evidence when it is requested, their applications will be rejected.

Based on the information given in the application documents, the committee will determine which candidates to invite to an interview. Candidates who satisfy the overall criteria set out in this vacancy notice will not automatically proceed to the interview stage.
