WHO WE ARE

The European Court of Auditors (ECA) is the European Union’s external auditor. Established in 1975, the ECA is one of the EU’s seven institutions. We are based in Luxembourg and employ around 1000 audit, support and administrative staff of all EU nationalities.

The ECA operates as a collegiate body of 27 Members, one from each EU member state. Our auditors check that the EU keeps good accounts and correctly applies its financial rules, and that its policies and programmes achieve their intended objectives and deliver value for money.

Through our work, we can make a difference by helping the EU to make a better use of its money. We contribute to improving the EU’s financial management and promote accountability and transparency. We warn of risks, provide assurance, indicate shortcomings and successes and offer guidance to EU policymakers and legislators. We present our observations and recommendations to the European Parliament, the Council of the EU, and national governments and parliaments, as well as the general public.

WHAT WE ARE OFFERING

This vacancy notice is being issued on the basis of Article 29(1)(a), (b) and (c) of the Staff Regulations of Officials of the European Union. 

The advertised position is therefore open ONLY to AD officials of the European Court of Auditors, AD officials of other EU institutions and successful candidates in an EU AD competition[1].

We are seeking to recruit one IT Operations Engineer to work in a dynamic working environment at the forefront of technology.

The successful candidate will be a key player of the IT Operations team and will work closely with the Cybersecurity and Digital Workplace teams to drive and implement the evolution of ECA’s IT infrastructure towards a Zero Trust security model and the transition towards cloud-based services. This entails:

-        be a key player in the design of the security architecture of the IT infrastructure of ECA, with special focus on its alignment with the zero trust security principles;

-        take part on/lead the evolution roadmap of the different ECA’s IT infrastructure technologies and domains, in particular in the aspects related to IT security and cloud adoption;

-        draft technical specifications and procedures in relation to the security architecture and operation of the IT infrastructure of ECA;

-        manage projects and requests for change in the area of IT operations and cybersecurity, with a strong involvement at technical level;

-        manage and be directly involved in the day-to-day operation of the IT infrastructure by overseeing its performance and coordinating the handling of incidents;

-        supervise and work together with the team of IT professionals that are in charge of the different IT infrastructure domains;

-        provide support and assistance to other members of the Directorate and to the business in new demands and initiatives;

-        identify and implement innovations in order to improve the Court IT workplace while keeping the expected level of security.

WHAT WE ARE LOOKING FOR

The advertised position is open to applicants who, on the deadline for applications, meet the eligibility criteria set out in the Staff Regulations, as well as the following criteria:

1.           Knowledge of languages

English and French are the ECA’s official working languages. For this position, a sound knowledge of English (minimum level C1 in understanding, speaking and writing) is required.

2.         Experience and skills

During selection, applicants will need to demonstrate:

-          good analytical and conceptual skills and sound skills in verbal and written communication;

-          strong team player spirit with a robust sense of service orientation and user satisfaction;

-          relevant training and working experience in the field of IT and/or telecommunications and with a consistent background on the security of IT infrastructure;

-          experience in the architecture and management of IT infrastructure related services, projects, external resources and contracts.

3.        Assets

Proven knowledge or experience in any of the following skills will be considered an asset:

-          knowledge and experience in the security architecture and management of IT Cloud services;

-          knowledge and hands-on experience in the technologies currently used in the ECA: Microsoft (Active Directory/Azure AD; Exchange; Microsoft 365; Windows Server: MS SQL Server; Sharepoint); VMware, Netapp/CommVault, Citrix, CISCO (switching, routing, WIFI networks), Linux, Oracle RDBMS;

-          knowledge of the French language.

Successful candidates in an EU AD open competition must quote the relevant reference number in their CV or cover letter.

The selection committee will evaluate applications solely on the basis of the information given in these documents. It may ask candidates to provide supporting evidence for statements made in their applications. If applicants fail to provide such evidence when it is requested, their applications will be rejected.
